This was reported to Add in express 20.04.2020.

Initially the "guys" said they thought they knew what was happening and they would fix it one day.

Then another coder there, Andrei Smolin took up the mantle and decided to get the job done.

After a furious email exchange I  decided the best course of action (as Andrei suggested) was to recreate the projects. And see where that took us.

The projects were upgraded from 2017 and I expect they had something peculiar to that somewhere in there. Creating the projects again cleaned out the gumph and allowed them to be published.
